Innovation Street SignThe National Contract Service (NCS) consists of 4 Divisions:  High-Tech Medical Equipment (HTME) Contracts, HTME Ordering, Pharmaceutical, and Prime Vendor.

NCS currently has responsibility for 3 major commodities:  HTME, pharmaceuticals, and prime vendor

HTME Contracts and HTME Ordering

NCS awards indefinite-delivery, indefinite-quantity (IDIQ) contracts jointly with the Department of Defense (Defense Logistics Agency — Troop Support) for radiology, Picture Archiving and Communication System (PACS), radiation therapy, and other types of high-tech medical equipment.  NCS also places the orders against these IDIQ contracts for the healthcare facilities.

Additionally, NCS awards contracts for laundry equipment, currently based on individual requests from VA medical centers.

Pharmaceutical and Prime Vendor

Within pharmaceuticals, contracting actions/programs include:  standardization, repackaging, and blanket purchase agreements for specialty pharmaceuticals.  Prime vendor contracts in place include:  Pharmaceutical Prime Vendor (PPV), Subsistence Prime Vendor (SPV), and Reverse Distribution (pharmaceutical returns).  All of these contracts/programs are open to VA medical centers and other government agencies (e.g., Department of Defense, Bureau of Prisons, Indian Health Service, etc.).  State Veterans Homes may also participate in the NCS contracts/programs.

Medical/Surgical Prime Vendor (MSPV)

The MSPV program is a national mandatory program that provides a customized distribution system that meets or exceeds facility requirements by providing efficient and cost-effective just-in-time distribution, inventory, electronic, and catalog ordering processes through seven prime vendor contracts.  The MSPV program has been transferred to the Strategic Acquisition Center (SAC).  If you have any questions regarding the MSPV program, please contact James Poe.
