Finance Section Chief Position Description

 

You Report To: ______________________ (Incident Manager)

 

Mission: Ensure the utilization of resources follow the guidelines, policies and constraints established by the Incident Manager.

 

The checklist of activities presented below should be considered as a minimum requirement for the position. Users of this manual are encouraged to augment this list as necessary. Note that some activities are one-time actions while others are on-going or repetitive for the duration of the incident.

Immediate  ___ Receive an initial briefing from the Incident Manager, including any policies on use of VAMC funds to support community health care and emergency agencies.

    ___ Read this entire Sheet and review the organizational chart.

    ___ Put on position identification vest and ID badge.

    ___ Activate elements of the Finance Section as needed to meet the needs of the incident (Time Officer, Procurement Officer, Claims Officer and Cost Officer); distribute Sheets and provide an initial briefing.

    ___ Establish Finance Area in the Emergency Operations Center (EOC). Arrange for the necessary work space, materials, telephones and staffing.

On-going  ___ Participate in Incident Action Planning meetings: Prepare cost estimates for the Incident Action Plan and Incident Recovery Plan(s).

    ___ Develop an incident procurement system:

      ___ Ascertain available funds.

      ___ Design an ordering procedure.

      ___ Develop cost accounting and reimbursement procedures.

      ___ Maintain a current Incident Financial Report.

    ___ Coordinate staff activity.

    ___ Ensure the personal safety of all staff.

    ___ Provide for staff rest and relief.

    ___ Keep a log of actions.
