The Office of Procurement Policy and Warrant Management Service (PPS) is responsible for all Procurement Policy matters at the Department of Veterans Affairs (VA). PPS executes that policy through the timely update of the VA Acquisition Regulation (VAAR) and the issuance of guidance and information. PPS is also charged with reviewing and providing recommendations for the approval of all VA warrant requests. All Federal acquisition workforce members issued warrants, regardless of their GS series, must be certified at an appropriate level to support their warrant obligations. PPS ensures the necessity of VA requests and the certification of the candidate.
