65 I B Solicitation Refresh & Past Performance Update

The 65 I B Schedule solicitation has been updated! Download the newest version (M5-Q50A-03-R7) from FedBizOpps today!  We will continue to accept proposals submitted under versions other than the current R7 through June 1, 2014.  After this date, all non-R7 proposals will be returned without further action.

Download the R7 Update Summary for a comprehensive listing of the changes made to this solicitation.  Take special note of the changes made to Document 07 - Past Performance Evaluation.  Previously, only offerors with a current VA FSS contract were exempt from completing Document 07; however, with this refresh, the Past Performance Evaluation must only be completed by offerors without a current VA or GSA FSS contract.  Your assigned contract specialist will continue to send a past performance survey to all references provided.  They will use the completed surveys as a tool in determining contractor responsibility in accordance with FAR 9.


HTME products and your VA Schedule contract

Recently, we have received several proposals seeking award for high tech medical equipment (HTME) products.  We want to take this opportunity to explain why we will not award line items for HTME products:

  • NCS HTME Division — Due to the higher level of inspection and oversight required for these types of products, the NAC’s National Contract Service High Tech Medical Equipment Division awards consolidated medical equipment acquisitions in order to maximize VA’s leverage with industry to obtain the lowest possible prices while ensuring the same quality and technological advances offered to the commercial market.

  • Open Competition — The HTME Division ensures that all eligible vendors are given a fair opportunity to compete for VA business.  Interested firms can choose to submit a proposal for applicable products during HTME’s next open season.

  • Ordering Eligibility — All Government agencies are eligible to purchase HTME products from HTME’s established contract vehicles.  No federal entities are excluded from their use.
