Mandatory FPDS Reporting Requirements for all Service Contract Actions $25,000 and Above Awarded on or after March 1, 2012
Purpose: This Acquisition Flash serves as notice to acquisition personnel of Office of Federal Procurement Policy’s (OFPP) new mandatory reporting requirements in FPDS for all service contract actions $25,000 and above awarded on or after March 1, 2012.

Background: Section 743 of Division C of the Fiscal Year (FY) 2010 Consolidated Appropriations Act, P.L. 111-117, requires civilian agencies to prepare an annual inventory of their service contracts and to analyze the inventory to determine if the mix of Federal employees and contractors is effective or if rebalancing may be required.
The original guidance was issued by the Office of Federal Procurement Policy (OFPP) on November 5, 2010, with subsequent guidance issued December 19, 2011, to assist agencies in the preparation, development, and submission of inventories. On February 10, 2012, OFPP issued further guidance clarifying the new data collection requirements for FY 2012 contract inventories pertaining to inherently governmental functions.
Action Required: Heads of Contracting Activities shall ensure their respective Contracting Officers comply with OFPPs’ new reporting requirement as detailed in the ADAS for Procurement Policy, Systems and Oversight memorandum, dated February 29, 2012 — OFPP Mandatory Reporting Requirement in FPDS, Service Contract Inventories (attached).
