What's New?

Launch of the Newly Redesigned Procurement Policy Service Web Site

Purpose:  To announce the launch of the newly re-designed Procurement Policy Service (PPS) Web site and the transfer of relevant procurement regulations, policy, guidance and instruction (PGI) from the OAL Acquisition Resource Center (ARC) to the PPS Web site.

Background:  The Procurement Policy Service (PPS), a part of the Department of Veterans Affairs (VA) Office of Acquisition & Logistics (OAL) reporting to Mr. C. Ford Heard, Associate Deputy Assistant Secretary for Procurement Policy, Systems and Oversight, is excited to announce the launching of their newly re-designed Web site, located at the following address:  http://www.va.gov/oal/business/pps/.

The site’s homepage welcomes customers with bold colors and a clean uncluttered design.  The content is focused on our mission to provide VA acquisition professionals with the most relevant, accurate and up to date policy guidance and information.

The new site is divided into three main sections:  PROCUREMENT POLICY, WARRANT MANAGEMENT and FREEDOM OF INFORMATION ACT (FOIA).  By moving to a more customer-centric layout, we allow visitors to access information based on their own choice rather than sift through everything to decide what is of interest to them.

Under the PROCUREMENT POLICY homepage, customers will find detailed information regarding recent and archived VA procurement regulations and Policy, Guidance and Information (PGI).  Ultimately, this will replace the policy section of the OAL Acquisition Resource Center (ARC) and move all relevant policy related content to the PPS Web site.  At present time, all Acquisition Flashes and Regulatory Deviations have been transferred. Until we finish transferring all Information Letters (ILs) to the PPS Web Site, our customers should continue to access IL’s through the OALC Web site Resources Library http://www.va.gov/oal/library/.  We encourage you to check the Web site often to see when construction is complete.  We believe you will enjoy the ease of finding Information Letters so look for the construction to be complete by mid-summer.

You will also find helpful links to, among other things, the Federal Acquisition Regulation (FAR), Federal Acquisition Circulars (FACs), the VA Acquisition Regulation (VAAR), and the VA Service Contract Inventory (SCI).  The website also features new ways to disseminate information and to communicate directly with PPS.  One example of note is the link to the PPS Policy Inbox, va.procurement.policy@va.gov monitored by a VA procurement policy analyst.  We look forward to getting your emails with questions and comments and will be sure to respond to your inquiries within 48 hours.

Under the WARRANT MANAGEMENT section you will find a useful chart outlining the warrant levels and the necessary certifications and experience, information on the warrant certification process, and templates for warrant justification.

In addition, under the FOIA section you will find a detailed FOIA reference guide and information on how to submit a VA FOIA request.

PPS is very excited by our new Web site and hope you find it useful and informative.  We ask that you bear with us as we continue to build out content and functionality.  Please feel free to provide us with comments and feedback on ways to improve the quality and quantity of information that may be helpful to you.
