What's Changed?

Compliance with the 95 Percent Sustainable Acquisition Goal under Executive Order 13514 and Federal Acquisition Regulation 23.103

Purpose:  To notify the Department of Veterans Affairs (VA) acquisition workforce of the issuance of the following memorandums and to provide copies of:

1.  Procurement Policy Memorandum (PPM) (2014-01) Compliance with the 95 Percent Sustainable Acquisition Goal under Executive Order 13514 and Federal Acquisition Regulation 23.103 (VAIQ 7478229), dated July 10, 2014.  This PPM rescinds Information Letter (IL) 049-07-04, Green Purchasing Program Management Reviews, dated December 5, 2006.

2.  Memorandum from the Principal Executive Director for Acquisition, Logistics, and Construction (003) on Green Purchasing Requirements:  Compliance with the 95 Percent Sustainable Acquisition Goal under Executive Order 13514 (VAIQ 7461974), dated June 4, 2014.

Federal Acquisition Regulation (FAR) Section Impacted:  FAR 23.103-Sustainable Acquisitions

Effective Date:  Immediately

Background:  The attached PPM and memorandum from the Principal Executive Director promote compliance with the 95 percent sustainable acquisition goal set forth in Executive Order 13514, Federal Leadership in Environmental, Energy, and Economic Performance, and FAR 23.103-Sustainable Acquisitions, and implemented by VA Directive 0058, VA Green Purchasing Program.

Action Required:  Effective immediately, members of the VA acquisition workforce shall comply with the policy and procedures outlined in VA PPM 2014-01.
