Warrant Certification Process

Step No.Process
Step 1 Candidate creates a profile - in The Federal Acquisition Institute Training Application System (FAITAS).  The employee’s Supervisor or a Bureau Warrant Manager initiates a warrant invitation to the employee.  The Supervisor/Bureau Manager ensures the correct dollar threshold template is selected for the employee in order to start the workflow process.
Step 2 Employee opens the FAITAS warrant request invitation and attaches the required justification memorandum.  The employee certifies the employee statement at bottom of warrant summary page and submits request for approval to their supervisor.
Step 3 The warrant request works its way through the defined Bureau/Agency approval workflow process.  The employees designated Bureau Managers receive the warrant request and reviews it for accuracy and takes the necessary action to submit the application to the next level of review/approval or return the application to the applicant if corrections are needed.
Step 4 The Agency Warrant Management Analysts receive all warrant application requests from respective Head of Contacting Activity (HCA)/HCA Representative/Bureau Managers and conducts a review of the applicants current FAC-C certification, warrant template dollar threshold, justification memo, and approval signatures.  After completing the review, the Agency Warrant Analyst submits the request to the next approval level (The Agency Warrant Program Manager) or returns the application for corrections to Bureau Warrant Manager.
Step 5 The Agency Warrant Program Manager receives application from the Agency Warrant Analyst and conducts a final review of application for accuracy and submits the request to the Deputy Senior Procurement Executive (DSPE) for approval/activation or return the application for corrections if needed.
Step 6 The final approval authority (DSPE) receives the warrant application from the Agency Warrant Program Manager and either returns/disapprove, or approve/activates warrant.
