About Warrant Levels

Warrant level issuance is based upon two primary factors:  Level of experience for the individual requesting the warrant and dollar value threshold.  In order to help streamline the review and approval process, please refer to the following information to help better determine which warrant level justification memorandum to submit.

How to Apply for a Warrant

Instructions:  Download the Warrant Request Justification Memorandum template.  Once complete, upload the memo and current FAC-C certificate into the File Management section of your warrant application in the new electronic VA Federal Acquisition Certification and Warrant portal (eCERT) management system.

Changes to Warrant Holder’s Status

In cases where changes to a warrant holder’s status are necessary, such as name change, departures from VA or to another VA site, warrant level or job series changes, please download and complete one of the following memo templates appropriate for the change.  Once completed, upload the document into the File Management section of your warrant change application in eCERT.
