On behalf of the entire VA Acquisition Workforce, it is with great pride that we announce the winners of the Achievement in Contracting Excellence (ACE) Award and Honorable mention winners for 2003!
The following is a brief synopsis of the team projects that were awarded the ACE and Honorable Mention Honors for 2003! Congratulations go to:
The Consolidated Solicitation/Contract Log Team created an efficient database interface to capture, record, and analyze solicitation and contract data for eight medical centers.
This outstanding accomplishment replaced 16 different tracking mechanisms and significantly reduced paperwork. The team worked with other VHA organizations to assist in implementing this new system. This process change reduced staff hours and procurement lead-time, resulting in increased productivity. Also, this team effort increased quality service for VA customers.

1st Honorable Mention - VISN 16 South Central Veterans Healthcare Network - Consolidated Acquisition Group (CAG)
The Consolidated Acquisition Group (CAG) was responsible for awarding consolidated contracts that supported ten medical centers to share data for supplies and services. The CAG's efforts in organizing workload ensured quality service would be provided to their customers.
The various tasks the group organized included identifying and prioritizing requirements that would be handled by various expert acquisition personnel. The CAG's excellent management of these consolidated contracts is estimated to result in cost savings of $18 million.
The COTR training team worked with local COTRs to increase their understanding of the acquisition process from contract award through contract closeout. This team effort to provide further training to the customer has significantly improved the work process, which demonstrated excellent customer management.
As a result of this initiative, COTRs are now preparing improved documentation for the contracting activity, resulting in reduced procurement lead-time. Enhancing the customer's contract management awareness is estimated to result in a cost savings of $408,000.00.
