FSS Sales Reporting & Industrial Funding Fee (IFF) Collection
IFF Requirements and Sales Reports (Submitted Quarterly)
Under the FSS contract program vendors are required to report sales on a quarterly basis using the Form GSA 72 - Contractor’s Report of Sales. This form is to be completed and submitted by the 60th day after the end of the reporting quarter.
For example, reports for the period of January 1 through March 31 would be du by May 30th. This also includes remittance of the collected IFF throughout this period. This payment should be made electronically.
All sales made to state and local government agencies under the Disaster Recovery clauses of the Stafford Act when the President has declared a national disaster should be documented under the column titled “Disaster Recovery.”
NOTE: The contractor is required to report FSS sales under the Government’s PRIME VENDOR (PV), DIRECT-TO-PATIENT (DTP) DISTRIBUTION, & DEPARTMENT OF DEFENSE’S DISTRIBUTION & PRICE AGREEMENTS (DAPA) programs. Quarterly sales data shall be based on the DTP/DAPA tracing reports and the PV contractor chargeback data.

Sales should be reported based on the contract number used during the purchase transaction.
FSS Small Business Subcontracting Plans
Contractors are required to have an approved small business subcontracting plan place when they meet the following criteria:

Achievements made throughout the fiscal year period OCTOBER 1 - SEPTEMBER 30 under your approved subcontracting plan must be reported by October 30th of each year via the Electronic Subcontracting Reporting System (eSRS).
If you have already submitted your achievement information for FY2008 you may proceed with one of the following options in order to remain compliant with the new reporting due date:
EXAMPLE: If you reported annual achievements for the period of APRIL 1, 2007 - MARCH 31, 2008, then you would complete a report for the period of APRIL 1, 2008 - SEPTEMBER 30, 2008. This ensures that the eSRS system contains information for the full FY2008 reporting period.

Freedom Of Information Act (FOIA) Requests
Enacted in 1966, The Freedom of Information Act (FOIA) is a federal law that establishes the public's right to obtain information from federal government agencies. The FOIA is codified at 5 U.S.C. Section 552. In 1974, after the Watergate scandal, the Act was amended to force greater agency compliance. It was also amended in 1996 to allow for greater access to electronic information.
Under FOIA, any person has the right to request access to federal agency records and information. All agencies of the US Government are required to disclose records upon receiving a written request; however, there are nine exemptions that protect certain records from disclosure.
