Reports

Property Furnished to any Recipient other than a Federal Agency:
Property Furnished to any Recipient other than a Federal Agency (FMR 102-36.295) This report is required by GSA.  The report must contain names of the non-federal recipient, their status (i.e. project grantee, cooperative, computers for learning, donations under the Stevenson-Wydler Act, etc) total acquisition cost, and listed by Federal Supply Class.

Report of Property Disposed of Pursuant to Exchange/Sales:
Report of Property Disposed of Pursuant to Exchange/Sales Authority (FMR 102-39.75) This report is required by GSA.  The report must be listed by Federal Supply Class, includes the total number of items sold, the total number of items traded-in and total acquisition cost.  The total net proceeds must be listed for all sales, and the total trade-in allowances received for all items.  The report must separate items that are sold from items traded-in.

Negotiated Sales:
Negotiated Sales Report (FMR 102-38.115) This report is required by GSA.  This report needs to list any surplus property by Federal Supply Class having a fair market value of $5,000 or more that was sold via the Negotiated Sales method.

Standards Compliance Report

The annual reporting method was developed by National Institute of Standards and Technology (NIST) and is an electronic report prepared by all Federal Agencies based on standards compliance.  This report is compiled by NIST and sent to Office of Management and Budget and Congress.

Why is our agency involved?

  • The agencies involvement and compliance is due to Public Law, the agencies contribution of standards development can increase productivity and efficiency in Government and industry, and expand opportunities for international trade, conserve resources, improve health and safety, and protect the environment
  • It means that the general requirements for all Federal Agencies must use voluntary consensus standards (VCS) in lieu of government-unique standards except where inconsistent with law or otherwise impractical.
  • Eliminate the necessity for development or maintenance of separate Government-unique standards
  • Support government to government trade agreements
  • Accreditation recognized Internationally
  • Savings in manpower and money

The Act was implemented to coordinate Federal, State, and local conformity assessment activities with those of the private-sector to eliminate unnecessary duplication and complexity in development requirements.  It was further designed by the National Technology Transfer and Advancement (NTTAA) to work together to develop and maintain a system in the U.S. that would recognize laboratory accreditation bodies to accredit testing and calibration laboratories to meet the procurement and other requirements of the public and private sectors.

As a result of this mandate the (NTTAA) implemented P.L 104-113 which became law in March 1996, and provides guidance to agencies.  The Act was later revised February 1998 and today is listed in the Federal Registry Circular A-119.

  • Conference call where members of the field logistics community are encouraged to share their success stories; best practices with other Logistics personnel. OAL consolidated Acquisition and Logistics Conference Calls are held on the fourth Wednesday of each month at 11:00 AM EST.
