THE WEEKLY SUMMARY BULLETIN
1. Purpose:
a. This Human Resources Management Letter (HRML) provides guidance to Veterans Health Administration (VHA) Human Resources Management Officers (HRMOs) on use of new procedures for submission and distribution of vacancy announcements for selected centralized positions published in the Weekly Summary Bulletin (WSB).
b. Effective with this HRML, applicants for Title 5 competitive service vacancies will use the Optional Form 612, Optional Application for Federal Employment, although the Standard Form 171, Application for Federal Employment, will continue to be accepted. Use of VA Form 5-4773a-d (test), The Centralized Staffing System Application Form, is discontinued.
2. Background:
a. The Office of Human Resources Management - Labor Relations (OHRM) Headquarters and Executive Resources Team (052) administers and distributes the WSB, which includes the following categories of vacancy announcements.
(1) Category A. Competitive service, Title 5 position vacancies for which approval of selection is centralized to the Secretary (00) or the Under Secretary for Health (10). These positions are staffed by the VA Headquarters and Executive Resources Team (052);
(2) Category B. Competitive service, Title 5 Service Chief position vacancies and selected additional Title 5 position vacancies for which approval of selection is decentralized to VHA facility Directors. These positions are staffed by local VHA HRMOs, and;
(3) Category C. Excepted service, Title 38 position vacancies, including Chief, Nursing Service, Chief Pharmacy Service and miscellaneous Title 38 position vacancies for which selection approval is centralized to the Under Secretary for Health (10). Local VHA HRMOs staff these vacancies.
b. Due to elimination of VA's administrative messaging system (teletypes), the last distribution of the WSB via Teletype will be April 26, 1999. Revised procedures using e-mail and the Intranet have been developed to make it easier for HRMOs to submit vacancy information and for employees to access this vacancy information.
3. Procedures:
a. Effective April 28, 1999, HRMOs or their designees will submit required vacancy announcement data to the WSB using an e-mail template directed to designated mailbox addresses. Mailbox administrators in OHRM and VHA will post these vacancy announcements to linked OHRM and VHA Intranet websites. Submission Procedures for vacancy announcements are contained in Attachment A, which alsoincludes a sample of the e-mail template.
b. Application Procedures for vacancies published in the WSB are in Attachment B. This information will appear when the WSB Intranet website is opened.
4. Human Resources Management Responsibilities:
a. HRMOs will submit required announcement data to the WSB using the e-mail template and ensure accuracy of announcement submissions. Facility vacancy announcement information will be transferred directly to the Intranet without further review.
b. HRMOs will provide access to the WSB and application assistance to facility employees.
