Acting Assistant Secretary for Policy and Planning

Julie M. Anderson was appointed Acting Assistant Secretary for Policy and Planning for the Department of Veterans Affairs (VA) on Oct. 1, 2009. In addition, Ms. Anderson serves as VA’s Deputy Assistant Secretary for Planning and Evaluation, a position she has held since Feb. 12, 2009.

As Acting Assistant Secretary, Ms. Anderson supervises policy development and strategic planning for VA. Ms. Anderson serves as a senior advisor to the Secretary on decision-making around both internal departmental policy and external policy that affects veterans. Ms. Anderson also coordinates efforts for the Department around transformation, innovation, and strategic management. As the leader of the Office of Policy and Planning, Ms. Anderson manages a broad portfolio, including policy analysis, strategic planning, program evaluation, corporate analysis and evaluation, management systems improvement, actuarial analysis, and the National Center for Veterans Analysis and Statistics.

Prior to her appointment, Ms. Anderson worked for IBM’s Public Sector Global Business Services practice in Washington, D.C. In that role, she served as associate partner in the Global Leadership Initiative (GLI), managing initiatives on public sector strategy and health care issues. Within the public sector, she has also served as a legislative aide to Sen. J. Robert Kerrey of Nebraska and as a policy analyst in the Office of the Secretary of Transportation. Following the election of President Obama in January 2009, Ms. Anderson managed the VA Agency Review Team for the Presidential Transition Team.

Ms. Anderson earned her Master of Business Administration from Duke University in Durham, N.C. She also has a Master of Public Policy from the University of Chicago and is a graduate of Nebraska Wesleyan University in Lincoln, Neb., where she was named a Harry S. Truman Scholar.

Ms. Anderson is the daughter and granddaughter of U.S. Navy Reserve and Marine Corps veterans.
