Updates regarding National Equipment Manufacturers Association (NEMA) issues, proposed VHA Directive, and other major related initiatives/changes to effectuate streamlining of the contract/order process as well as to enhance collaboration and coordination with industry partners and federal customers.

2A  Pharmaceutical Public Law Year End Process – Did you know that 2009 will be considered the first year for calculation purposes? Presenters:  Federal Supply Schedule Contract Specialists.   This training session will highlight the end-of-year Public Law timelines and modification process, as well as provide direction on how the Federal Ceiling Price (FCP) calculations will be calculated.  For any current pharmaceutical vendor with products that fall under Public Law 102-585, Section 603 of the Veterans Health Care Act.

 

2B  Security/Information Technology Issues Pertaining To High Tech Biomedical Equipment

Presenters:  VHA Representatives.  This presentation provides a general overview of pertinent information regarding data sanitization procedures, vendor/client-to-site VPN access, security clearance/background checks and other related technological issues surrounding high tech biomedical equipment

 

2C  Electronic Invoicing

Presenters:  VA’s Central Office Acquisition Policy Division and Financial Operations  This presentation will provide an overview of VA’s electronic invoicing initiative, describe the process and benefits associated with the program and provide information regarding the Federal Rulemaking process to mandate electronic invoicing within VA.

 

2D  508 Compliance: How it Affects Your Company’s Web Documents

Presenters:  VA’s Office of Information and Technology.  This presentation will provide an overview of the Section 508 Legislation and Requirements with focus on Web-Based Information and Applications procured, used or accessed by the Department of Veterans Affairs and its stakeholders.  The targeted audience is vendors whose pricelist are displayed on a VA website.  The presentation will also include discussion of VA’s Section 508 Program, the Roles and Responsibilities of the attendees and Best Practices for making a document 508 compliant.

4A  Pharmaceuticals Update - Pharmaceutical Prime Vendor Program and National Standardization

Presenters:  National Contract Service Representatives.  This session will provide an update of VA’s multi-billion dollar Pharmaceutical Prime Vendor and National Standardization programs with a synopsis of the contract processes for both programs.  The session will also provide information from VA’s Pharmacy Benefits Management (PBM) office potentially including the VA Formulary and its relationship to national contracts, future procurements, and updates regarding the Federal Pharmacy Executive Steering Committee (FPESC), VISN Formulary Leader,Medical Advisory Panel, etc.

Presenters:  Federal Supply Schedule Contract Specialists.    This discussion will begin with an update on recent issues raised by industry and new hot topics.  Topics will include the Service Contract Act, new wage determinations, options, small business set asides, professional liability insurance and reviews of our new Helpdesk homepage.  Step-by-step guidance for contractors will be provided on the use of our streamlined modification packet for contract administration relating to extensions, price adjustments, adding states and/or labor categories, pricing validations, commercial sales practice format and contract performance issues.

 

4C Ability One Program: What it is and Means to Your Company

Presenters:  AbilityOne Representatives and NAC’s National Contract Service Staff.  This presentation will provide a brief the history of the Program, the structure of AbilityOne (i.e. NIB and NISH and what they do under the program), the capabilities of AbilityOne Workshops and how AbilityOne partners with commercial marketplace vendors when necessary to bring the right product, quality and service to the VA

Presenters:  U.S.  Customs.  Presentation will focus on the issue of where a product is manufactured and the definition of substantial transformation when and where does a product become a product.  Current and future contractors should attend.

Presenters:  CMOP and National Contract Service Staff.    This session will present information on the present and future CMOP structure and workload, and briefly cover how supporting pharmaceutical purchasing occurs.  A synopsis of current national/multi-CMOP procurement activities will also be addressed.

5C Increasing Competition: Improving the Standardization Process

Presenters:  National Contract Service Staff.  The presentation will provide information on new initiatives VHA has undertaken to improve the standardization process for Medical Surgical and Prosthetic’s procurements. In addition, it will provide a brief history of the Program, the current structure and future structure as PCLO envisions it.

 

5D VA-OIG voluntary (self) disclosure process 

 Presenters:  VA’s Office of Inspector General Office of Contract Review  This session will outline the VA-OIG voluntary (self) disclosure process to include: how to make a disclosure, OIG review process and data requirements, and recommendations on self audits.  The session will also cover the pre-award audit process in general and highlight what is expected from the contractor.  Provide an update on the new organization structure for the Office of Contract Review

Presenters:  National Contract Service Staff.   This session will present information on the two VA contracts for the repackaging of oral solid pharmaceuticals, their differences and similarities, how they work, and who can use them.

 

6B Medical/Surgical – National Contracts Update

 Presenters:  National Contract Service Staff.  The presentation will provide a brief background on the Medical Surgical Branch’s three programs; the Medical Surgical Prime Vendor (MSPV), Medical Surgical Standardization and Prosthetic Standardization.  This presentation will also provide information about major procurements underway in each program: including the MSPV re-solicitation, Prosthetics’ major on-going procurement actions (i.e. Home Telehealth,  Pacemakers, ICDs and Hips and Knees re-solicitations) and the Medical Surgical Standardization Incentive BPA process.

 

6C FSS Service Contract Roundtable Discussion  

Hosts:  Federal Supply Schedule Contract Specialists.  There will be no formal presenters for this somewhat informal session Small discussion groups will be held to delve into specific issues in terms of the Cost-per-Test FSS programs Professional & Allied Health Care Staffing and Medical Laboratory Testing & Analysis.  This session will provide participants an opportunity to discuss issues facing these programs with VA NAC FSS Contract Specialists and other members of the industry.
