ENROLLMENT REPORT

The FY04 VA Enrollee Health Care Projection Model report has been prepared by CACI and Milliman USA, to forecast demand for health care services by veterans and estimates the costs to deliver care. The results of these analyses are used to develop VHA’s medical care budget and provide executive level information in support of and as a basis for myriad policy analyses. The complete report, delivered to VA in January 2004, is available on this website. The report is provided in sections and there is also a link for the complete report. The narrative report is produced in two volumes, in Adobe pdf format; it includes seven appendices. Volume I contains the complete report and Volume II provides the reader with the appendices. APPENDICES

Appendices A and B are extracts from the FY03 model report and appendix C is a special report that was prepared in conjunction with the FY04 model update. 

Appendices D through G provide detailed national cost models for fiscal years 2002 – 2005. Projections with various levels of summarization by priority level and age group and priority level as well as a national summary for all priority levels and age groups. 

Appendix D shows full demand (if priority level 8 enrollment wasn’t suspended in January 2003).

Appendix E is the demand projections for FY 2003 and reflects the suspension of priority level 8 enrollment on January 17, 2003.

Appendix F presents the models’ projections for FY 2004 with continued suspension of priority level 8 enrollment.

Appendix G provides enrollment, utilization, and expenditure projections for FY 2005.
