Leaving Route 60 at Mellen Street in Phoebus, one approaches the main entrance of the Veterans' Administration Facility, commonly know as the Soldiers' Home. The grounds occupy about 85 acres, facing Hampton Roads on the south and Hampton River on the West. The home was built in 1871 to provide for veterans who had been incapacitated for duty during war service. 1938
